FINAL DECLARATION

 

This year, between 3-5 May 2023, “8. International Health Sciences and Management Conference" was hosted by Karadeniz Technical University. The social program of the congress included a trip to Sümela, Uzungöl, Ayder Plateau and Batumi and a Gala Dinner on Thursday, May 4th.

At the opening ceremony of the conference on Wednesday morning, May 3, Conference Organizing Committee Chairman and Karadeniz Technical University Faculty of Health Sciences Head of Health Management Department Prof. Dr. Sedat Bostan made a speech and summarized the history of the Conference from its first day to today and announced that this year's theme was determined as Human Resources and Employment in Health.

Speaking later, Karadeniz Technical University Faculty of Health Sciences Deputy Dean. Prof. Dr. Neslihan Saruhan Güler drew attention to the importance of such scientific events and expressed that they were pleased to host them.

Trabzon Chamber of Commerce and Industry Board of Directors Vice Chairman. In his opening speech, Mehmet Çelebi drew attention to the benefits of having sector representatives in scientific studies.

Trabzon Provincial Health Director Dr. Hakan Usta said that such events are indispensable in the field of health and explained that he was happy to be a speaker at the afternoon panel and to share his knowledge gained in the field of health management with scientists and young managers.

The Rector of Karadeniz Technical University,  who hosted the last of the opening speeches and was the honorary president of the Conference. Prof. Dr. Hamdullah Çuvalcı made it. Prof. Dr. In his speech, Çuvalcı drew attention to the difficulty of organizing such scientific events on an international scale and with broad participation from our country, stated that he always supports scientific studies as in this Conference, congratulated the academicians who organized the Conference and said "welcome" to the guests.

In the only session of the morning session, main speeches were moderated by Prof. Dr. Haydar Sur. The first keynote speaker was World Health Organization Human Resources Coordinator Dr. Jim Campbell took the floor and gave a 45-minute lecture. Dr. In his speech, Campbell first revealed the numerical situation of health manpower in the world and its distribution by countries and continents, and then focused on suggestions that could be a solution to the qualified health manpower shortage experienced in all countries in the 21st century. He said that especially with the migration of trained health manpower from underdeveloped countries to developed countries, external migration has made these countries unable to provide services in these countries where famine is already experienced on a large scale. He drew attention to the importance of supporting these countries, as training health manpower is both time-consuming and expensive investment. He stated that developing health technologies and informatics opportunities, the aging world population and the increasing expectations of societies from health systems make it necessary for us to reorganize the systems. Dr. Campbell also discussed Turkey in terms of health manpower, compared it with OECD countries and made suggestions for our country.

The second keynote speech was given by from School of Medical Informatics, Chung Shan Medical University, Taiwan.  Prof.Dr. Chi-Chang CHANG did and explained in detail how established models in healthcare in Taiwan are changing through artificial intelligence in the field of medicine. Prof. Chang stated that in the future, radical changes in the financing and delivery of health services will result in brand new service models.

The first session in the afternoon session was given by Karadeniz Technical University Vice Rector  It was held under the chairmanship of Prof. Dr.Akif Çinel. Trabzon Provincial Health Director Dr. Hakan Usta, KTÜ Farabi Hospital Chief Physician Prof. Dr. Celal Tekinbaş, General Manager of Trabzon Medical Park Yıldızlı Hospital, Dr. Abdullah Cantürk and Ordu University Faculty of Medicine Lecturer Prof. Dr. Ahmet Kaya attended the panel as a speaker. In the panel, the education, employment and working conditions of physicians were discussed from public and private service perspectives. The last speaker was Prof. Dr. M. Muhsin Kalkışım presented examples from literary physicians.

In the second session, the moderator was Karadeniz Technical University Faculty of Dentistry Dean Prof. Dr. Tamer Taşdemir was the speaker and President of Trabzon Chamber of Dentists, Dt. Önder Taşan took part. Dt. Taşan included his long years of work in both public and private practice dentistry and the experiences he gained with the Chamber Presidency and made striking suggestions.

The first session of Thursday, May 4th was moderated by Conference President Prof. Dr. Sedat Bostan made it. Education, employment and working conditions of health management department graduates were discussed in the panel. The situation in the public sector is stated by the President of Trabzon Public Hospitals, Dr. Oğuz Kara and Tuğba Altın, General Manager of Trabzon Medical Park Karadeniz Hospital, discussed the situation in the private sector and presented both perspectives.

Then, the Vice Rector of the University of Jerusalem, , who came from Palestine. Prof. Dr. Motasem Hamdan explained to the participants the many aspects of the violence that healthcare workers are exposed to.

At the end of the day, with the face-to-face or online participation of the heads of health management departments of all universities in our country,  Under the coordination of Prof. Dr. Mahmut Akbolat, final discussions were held on the Health Management EEP Draft document and it was made ready to be presented at the SABDEK meeting to be held on 19 May 2023.

In the second panel of the day, it was discussed how new initiatives can be made in health tourism in our country. In the panel moderated by Trabzon Chamber of Commerce and Industry Health Commission Chairman MehmetThircoğlu, President of the Medical Law Institute Prof. Dr. Hakan Hakeri and Atılım University Business Administration Department Head Prof. Dr. Dilaver Tengilimoğlu made speeches. In his speech, Hakeri focused on the legal problems and solutions experienced in health tourism practices, and Tengilimoğlu also revealed our country's place in the world in terms of health tourism, its advantages and disadvantages, and offered suggestions for us to be at the top levels.

The third panel was about ethical problems in reviewing scientific publications. The panel was moderated by Üsküdar University Faculty of Medicine Dean and Head of Health Management Department Prof. Dr. Haydar Sur made it. His speeches were made by Sakarya University Health Management Department Head Prof. Dr. Mahmut Akbolat and Süleyman Demirel University Health Management Department Head Prof. Dr. Ramazan Erdem made it. Ethical issues and frequently encountered problems were discussed in the panel, and the speeches attracted great attention, especially from young academicians and associate professor candidates.

The interview held during the break was moderated by Ordu University Health Management Department Head Prof. Dr. Taşkın Kılıç, and the speaker was from the University of Alabama at Birmingham, USA. Prof. Dr. Robert Weech Moldanodo participated. Moldenado explained in detail the health management education at the undergraduate, master's and doctoral levels in the USA and gave detailed information to the participants so that they could compare it with the education in our country. The same presentation was made again at the meeting of department heads.

In the last panel of the day, the status of pharmacy as a health workforce was discussed. The panel was moderated by Karadeniz Technical University Faculty of Pharmacy Faculty Member Prof. Dr. Ufuk Özgen made it. The speaker was TEB 18th Region Trabzon Pharmacist Chamber President, Specialist. Pharmac. Özlem Uğurbaş Arslan, Karadeniz Technical University, Faculty of Pharmacy, Assoc. Dr. İnci Selin Doğan, Karadeniz Technical University, Faculty of Pharmacy, Lecturer Dr. Lecturer Member Yeşim Kaya Yaşar and Karadeniz Technical University Faculty of Pharmacy Faculty Member Dr. Lecturer Member Sevda Türk took part.

On the third and last day of the Conference, in the first session, Kırşehir Ahi Evran University Faculty of Health Sciences Dean Prof. Dr. Musa Özata   was held under the moderation of Doctoral Thesis Colloquium, where the thesis studies of master's and doctoral students and related problems were discussed as a group. The session, which attracted great attention, continued for 3 hours and three previously selected doctoral students presented their doctoral thesis studies and the participants made suggestions for the development of theses.

In the second session, the working and employment conditions of dietitians in our country were discussed. The panel was moderated by Karadeniz Technical University SBF Vice Dean  It was made by Prof. Dr.Neslihan Saruhan Güler and the speaker was Karadeniz Technical University SBF Department of Nutrition and Dietetics faculty member Dr. Lecturer Member Gülşen Delikanlı Akbay and Specialist from Health Sciences University Kanuni Training and Research Hospital and Turkish Dietitians Association Trabzon Provincial Representative. Dyt. Osman Zeki Kahriman participated.

In the third session, evidence-based decision-making approaches in health and issues related to health technology evaluation method were discussed. The panel was chaired by Sevil Serin, Deputy Director General of Health Services of the Ministry of Health. Speakers were Sultan Oğraş, Head of Research, Development and Health Technology Evaluation Department of the Ministry of Health, and health technology evaluation experts. Banu Ayar, Gülcan Tecirli, Mustafa Kılıç, Olgun Şener participated.

In the last panel of the Conference, manpower problems and solutions in the nursing profession were discussed. Moderated by Karadeniz Technical University SBF Nursing Department Faculty Member Prof. Dr. In the session held by Sevilay Hintistan, KTÜ Farabi Hospital Head Nurse Sevgi Danacı, Fatih State Hospital Health Care Services Manager Gökçen Yavuz and Private İmperial Hospital Health Care Services Manager Ayşe Şarlı made speeches.

Also in the online environment; Three more panels were held on health systems, employee satisfaction, cancer research and working conditions of Physiotherapists.

Prof. Dr. In the first online panel moderated by Taşkın Kılıç; Prof. Dr. Farzandene Ali Jan and Assoc. Prof. Vinaytosh Mishra made presentations about healthcare worker satisfaction and the healthcare system.

A group of Taiwanese scientists, moderated by Prof. Dr. Chi-Chang Chang, discussed new developments in cancer research.

Working conditions of Physiotherapists in Türkiye and around the world, moderated by Assoc. Dr. Arzu Erden. Reyhan Özgöbek and Assoc. Dr. It was brought to the agenda by Esra Doğru Hüzmeli.

Within the framework of the Conference, more than 200 oral presentations were made in the field of Human Resources in Health and Health management, face to face and online, for three days. These presentations were made under the session titles listed below:

With the physical participation of four hundred people and the online participation of 200 people, the Conference was completed as an event that made great contributions to the field, revealing the current developments in the field of health management from every angle and offering important suggestions on what should be done in the future.

Dear 8th International Health Sciences and Management Conference Participants,

After the Kovid pandemic, health problems have been discussed more and health sensitivities have been emphasized more. The need for health personnel, especially in developed countries, has become one of the important topics of the agenda. Despite all kinds of technological developments and digitalization, healthcare services continue to be a qualified labor-intensive sector.

Developed countries are trying to meet the deficit of physicians and health personnel by opening their doors to physicians and health personnel of developing countries. Since our country is a country where modern medical education is carried out successfully, it maintains its position as one of the countries that carry the risk of physician and health personnel migration.

Even though this situation is perceived as a risk in a way, it also contains some opportunities. In this process, where human power in health gains importance, there is a need for a comprehensive discussion of human resources management and employment problems in health on a scientific platform.

Such meetings will contribute to a better perception of the needs of the health sector, a more accurate assessment of opportunities and threats in terms of manpower in health, and a better perception of strengths and weaknesses.

For these reasons, we have determined the main theme of this year's conference as "Human Resources Management and Employment Problems in Health". In order to create a scientific background on the subject, the theme of "Human Resources Management and Employment Problems in Health" will be discussed in detail in the panels and sessions of our conference by experts from Turkey and abroad. We expect your scientific studies that are directly or indirectly related to the theme of "Human Resources Management and Employment Problems in Health".

The aim of the congress is to lay the groundwork for the international sharing of scientific knowledge, skills and experiences ranging from local to global in the field of health management and health institutions management. At the same time, the congress aims to bring together scientists, especially young researchers, policy makers, practitioners and managers from different countries, to provide global information sharing, to emphasize the importance of health management and to contribute to the professional professionalization process of health management globally.

Our conference will be held in Trabzon, hosted by Karadeniz Technical University, between 2-6 May 2023. Participants will be offered physical and digital participation opportunities in the conference. In addition to the main theme of the conference, "Human Resources Management and Employment Problems in Health", we welcome your studies on health sciences and management.

You will also have the opportunity to see the unique beauties of the Black Sea during the conference.
